The second step in the US-mediated peace plan in Gaza involves Israel and Palestinian leaders, but Israeli PM Benjamin Netanyahu says that major concerns are still unaddressed. With the proposal of President Donald Trump, Israel would withdraw its troops, a transitional administration would emerge, and an international force would be deployed as Hamas disarmed. Nevertheless, there are still doubts regarding whether Hamas is ready to surrender weapons. One of the Hamas officials has indicated that the group would contemplate the option of freezing or storing its weapons.

There is still tension between the two sides, regardless of the ceasefire, with both sides accusing each other of violations. More than fifty percent of Gaza is still controlled by Israeli forces, whereas other parts are still occupied by Hamas. On 29 December, Netanyahu will meet President Trump in order to advance to the next step.

Netanyahu was not sure that such a multinational force would succeed in completely disarming Hamas and ensure it occurred, though Israel would make sure that it did. Mediators, such as Qatar, state that the process has become critical.
